His fast will be fine except for the fact that he will be surfing. If he wasn't exerting so much for 40 days he'd be fine, but 40 days with surfing is going to take its toll. I mean surfing for a whole day burns so many calories that he won't have the energy stored to support it. You can have the energy to support sitting/walking for 40 days, but not much more in my opinion. If it is 40 days of distilled water that he has in mind I can only pray that he does not go alone and lets people know EXACTLY where he is. Most of the people that have talked about their own experiences at fasting here today aren't just everyday people who suddenly decide to go on a long water fast and get great joy out of it in every way. I would bet their living/eating habits are generally not the norm. Most people can't go 2 days without eating anything without experiencing a lot of mental/physical anxiety. My prayers go with him if he attempts this alone.
