Jennifer Garner testifies before Congress on behalf of Save the Children

Yesterday, Jennifer Garner went to Washington, D.C. to testify before the Senate Health, Education and Labor committee on behalf of Save the Children’s work in West Virginia, Garner’s home state. Her testimony was all about early childhood development, poverty and finding a way to help out struggling families. Here’s part of her testimony:

Of all the roles actress Jennifer Garner has stepped in to, at the end of the day, her favorite is the one she plays in real life: mom. And as a parent, she says she’s outraged by the inequity that exists in educational opportunities for kids less fortunate than her own two daughters.

On Thursday, Garner made her second appearance in six months on the Hill to relay her concern, as an artistic ambassador for Save the Children.

“For me, reading to my daughters, singing with them, playing with them is as elemental to my child-rearing as feeding them,” Garner said in her testimony before the Senate’s Subcommittee on Children and Families. “But if you’re one of the millions of American parents struggling with the recession and poverty crisis, you’re thinking about just keeping them fed and clothed.”

Garner, whose mother is a retired English teacher, works with the nonprofit to provide disadvantaged families with basic learning tools like books and games to encourage early childhood development. Save the Children also implements programs at elementary schools.

“Ninety percent of our brain growth occurs between birth to 5 years of age, so every word a toddler hears, the music that makes them sing and dance, the games they play, build the foundations for their education,” she said.

On Friday, Garner will travel to her home state of West Virginia to open six Save the Children sites. The actress began serving as the artistic ambassador for the nonprofit’s U.S. programs in 2009 and has since made four D.C. appearances on its behalf.

Now, I have a sidenote, and it’s something that CB and I just spent the last half hour arguing about. I think Jennifer is underdressed and understyled for this Congressional appearance, and I think it’s very unprofessional, especially for a Southern girl who should know (it’s in our DNA!) how to dress appropriately for every occasion. Now, whenever we show Dimple Parade photos of Jennifer Garner out and about with her kids, many commenters note that Garner tends to really look like a harassed working mom, often wearing just jeans and ill-fitting clothes, and little to no makeup, and unkempt hair. Some people always defend her, saying it’s impossible to look movie-star camera-ready at all times, and she’s just out with her kids, why would she need to dress up, etc. I think it’s fine to wander around, doing errands with no makeup, in sweats. That’s how I pretty much live, and I don’t judge Garner for it. HOWEVER – I think that when she goes to Washington, D.C. to testify before the Senate Health, Education and Labor committee, she should try to jazz it up a little, you know? Be and look professional. It looks to me like she just took her hair out of a ponytail, slapped on some lip gloss and wandered into a Congressional building in a tank top. I also think styling herself professionally would help her cause – more people would take her seriously if she were, say, wearing a suit. Just my opinion.

    I totally agree. I applaud her work with this-it is so important and so disheartening that it’s an issue in this country. But she absolutely should have worn earrings and some makeup!

    I think she looks fine. No one takes a glamour puss seriously, as people tend to think they think looks are more important than the actual issues.

    As for the sleeveless dress, Michelle Obama has been wearing sleeveless dresses and shells since her husband took office. If they are good enough for the first lady to wear, they are good enough for Jen Garner, IMO.

    I think she looks absolutely situation-appropriate. I wouldn’t want the people I was speaking to to be “glammed” by who I was wearing and who did my make-up & hair.

    What she has to say about Save the Children is much more important than how famous she looks. She looks serious and professional (like the people she’s addressing).

    *sidebar – I don’t recall hearing how AJ looks under-dressed when she wears suits or whatever for her charity shit. NOT picking a fight, just stating a fact.

    I heartily agree with you, Kaiser; indeed, my first thought upon reading the headline was, “She went before Congress in a tank top?!”

    In a professional setting, it is inappropriate to show knees or shoulders. She should be wearing a suit or tailored dress, full stop. The hair and makeup aren’t great but they aren’t INappropriate.

    I like the simple black but you’ve got a point – sleeveless & pale/no makesup is not the way to go – especially in November in DC. Also, JG’s gotta know those of ears of hers are HUGE and to wear her hair appropriately – or else that’s all we’re looking at. At the end of the day, she passionate about a great cause – good for her.

    She looks just fine. That isn’t necessarily a tank top. It could be a sleeveless dress. Why should she wear makeup and clothing that detract from the issue at hand, a very important one. Odd superficial comment to make – why is it even important or relevant?

    I think she’s totally appropriate, and it didn’t strike me at all as a tank top – looks like a sleeveless dress a la Michelle Obama (agree completely with you, devilgirl).

    If she dressed up, she’d be accused of “playing the part”. By keeping it simple the focus stays on her message.

    I think she looks like a concerned mom, and dressed appropriately. She also appears to have make up on. Sad to say though, she is not looking good…But hey, who am I to judge, I am in front of my PC in my pajamas commenting on someone championing a good cause!

    I agree. I think her outfit is fine, it looks like a simple black dress? But when I first saw her, I thought, lose the part in the middle and have your hair look more sophisticated then you tucked it behind your ears.

    If she was a regular person, ok, but she does (and has said this herself) have a team of hair and make-up people. If she didn’t want to go to them before the D.C. thing, I can understand, but at least have them show you how to do your hair and make-up when you want to look professional.

    Agree with Kaiser, but she doesn’t have to sex or glam it up. I think Jen should just have put more effort into appearing more professional and polished. A tailored jacket or pretty cardigan, simple but pretty earrings and just a tad of blush would have done wonders. Instead we get “Chimp In A Sleeveless Shift/Tanktop Goes To Washington”.

    Note* As the mother of a three year old, I completely agree with the exerpts of her testimony shown here. I’m so thankful to be able to spend time actually playing, singing and reading to my baby and wish that more people had the opportunity to do the same for their children.

    I think she looks businesslike and she is wearing eye makeup. I have often noticed in the tabs that is a woman is not wearing professionally applied makeup it is said she is wearing no makeup. There’s nothing wrong with a simple black dress.

    All of us that apply our own makeup would be described as wearing no makeup. Everyone does nor need to be Xtina or Pam Anderson.

    As for her ears, guess she should get surgery to please you. No wonder women have appearance issues.

    She is most likely wearing a dress, you just can’t see it while she is sitting. Don’t judge the whole outfit unless you saw pictures of her just wearing jeans and a tank top waltzing into the Capitol building! She may not have the best style, but she looks fine here.

    I applaud this. The Democratic Senator from this state is having a hard time getting support for social causes that affect women and children. The same senator is engaged in an important battle of corporate malfeasance inside government. I think it is a smart move for celebrities who want to make a difference to work through their HOME state with their Elected Officials to support Organizations like this one, that have been around and demonstrated their integrity.

    Applause to Garner for advocating locally on issues that are important to me.

    PS-Sorry to sound so superficial! I have a hard time taking celebrities seriously when they back a cause. They got into the biz for movies, cash and looks. Everything else feels like cheap PR. If all they really cared about was making a difference, they would have gone in a different direction professionally. Just one opinion…

    as a law professional, i agree. she definitely needs to wear a suit when doing something like this. make up and hair should also be minimal… hair should be up, really. it’s more professional.

That is like dressing for court– a suit, a tailored dress with covered shoulders or a ROBE. You ALWAYS must look conservative and professional in court and congress. This is not about being superficial or looking “glam”. That’s not what Kaiser is saying– he’s saying that she needs to dress appropriately and professionally, which she is not doing either.

    Really? You guys think she looks fine for testifying before Congress? Congressional interns take more time with their appearance than Jennifer did to TESTIFY before a committee! I understand not glamming it up but if you want someone to take your cause seriously, looking half-way attractive will help you … a lot. I doubt Kaiser meant she should stroll in there looking like she is ready for the Oscars. Heck, I put more make-up on to walk my dog than she did to argue for her cause.

    Appearances aside, yeaaa for Jen! Always nice to hear about a celeb doing something for others.

    Must just be me, but I don’t deal with all that make-up shit on a daily basis. Hubby likes me without make-up, wearing my glasses, and that’s fine with me.

    Yes, I am a professional, and I still say she’s dressed appropriately. I guess it just depends upon where you’re from to define “appropriate.” And I’m no hick!

    Are you kidding? This is D.C., not Hollywood or New York – she looks completely appropriate, and I say that as someone who works in an extremely serious industry in the capitol. I’m sorry that it’s not as glamorous as the movie version of a Senate hearing would be, but the point is to draw attention to what she’s saying, not what she’s wearing. It’s so sexist and sickening to think that a women testifying on behalf of one of the world’s largest relief organizations should be criticized for what she’s wearing. Don’t cover these stories if you’re going to demean the people in them by expecting them to look like Ally McBeal.

    She went from “testifying” to an actual school where the program is being launched and played with the kids for a long time. She “dressed” for the Save the Children program, part of which included Congressional testimony.

    But, yeah, she could have covered her shoulders.

    I think Jennifer’s attire is appropriately somber for the Hill, although in November, it can get pretty chilly there. A jacket would have been a practical accessory.
    BTW, if you check your Civil War history, West Virginia is NOT part of the South. That part of Virginia opted to join the Union once the Civil War began.
    Back to Ms. Garner, What concerns me is she looks so drawn and earnest. Even when she laughs it looks painful. Of course, her cause is laudable; I just wander if her home life isn’t affecting her demeanor. Just speculation, of course, but man, does she look depressed.
    Meanwhile, what would hubby Ben go to the Senate in one of his slick suits to advocate for?-better living through casinos? How to earn a living through high stakes poker? The only cause he has is himself.

    @bellaluna: Sorry to have to correct you, but Jennifer’s ears are pierced – She just doesn’t wear earrings very often, and it can sometimes be hard to see the holes in her ears if she’s not worn any in a while.
