However, not every charity puts all donated funds into the projects they claimed they were handling. There is a chance that Jolie discovered that a large portion of funds was going to upgrade the offices of the charity rather than doing the actual charitable work that it claimed the money was marked for. I think when any charity is accepting donations they need to spend it only after it is in their hands because they are donations after all, not payments.
