It opens the flood gate and people feel comfortable to approach the celebrity. I've seen it. I was in Mexico City, and the Gallagher brothers (other members of Oasis present as well) were at the same tourist spot I was at, lol, and they were swamped because they talked to one fan. The crowd lost their shait. The brothers were very rude to the people wanting autographs, even openly mocking them, yet the crowd still surrounded them to get autographs.
