The girl in the orange dress and heels is Brooke, she is NOT 12 she is 14 years old. The rest of the girls have appropriate dresses on and the makeup is respectable. I'd say they're dressed way down compared those girls. Especially when you see what their "idols" Selena and Demi are wearing.
