The celebrity-loving sheriff is a major impediment even when the state legislature isn't messing things up. The only real difference is that we know in hindsight that Winona eventually paid consequences for one theft -- we won't know which incident finally brings Lindsey down (or more likely, kills her) until it happens. That's what killed her career temporarily. Lindsay has had issues with the same thing. There's too much money at stake in movies; you don't get the role if you can't be insured.
