In Touch releases audio of DHS worker’s 911 call about the Duggar family

As we discussed yesterday, In Touch Weekly’s latest exclusive cover story is about the Duggars. You know how Jim-Bob, Michelle, Jessa and Jill were all sticking to that talking point that everything that Josh Duggar did was in the past and the family was fully cooperative with investigators (a total lie) and everything was over, over, over? Yeah, not so much. Arkansas DHS is still investigation the Duggars. In Touch does not know (or if they know, they’re not saying) if this current DHS investigation is an ongoing thing related to Josh Duggar molesting his sisters, or if this DHS investigation is something new, related to something other than Josh’s actions. What In Touch does know is that DHS arrived at the Duggar house in late May to monitor a minor child and the Duggars refused access, so the DHS worker called 911. Here is the audio:

The new issue of In Touch Magazine reveals that the Duggar family is under investigation again by the Arkansas Department of Human Services and police were called when the family refused to cooperate. Now, In Touch has the audio of that 911 call made by a representative from the Washington County DHS on May 27 at around 11 a.m. to the Springdale Police Department asking for police assistance when DHS was not allowed to see the minor they were concerned about. In Touch, which broke the story of Josh Duggar’s sexual molestation scandal, has the full transcript of the emergency call in the new issue.

The new investigation comes as the family tries to save its TLC reality show, 19 Kids and Counting, which the network pulled off the air, while determining its fate. Jim Bob, Michelle and two of their daughters sat for interviews with Fox News, attempting to minimize the damage, but much of what they said was widely condemned as misinformation and not full disclosure.

The Duggars made no mention of the fact that they have been under investigation again, but In Touch discovered what they are hiding via another Freedom of Information Act request that produced the 911 call.

After identifying himself as a Washington Country DHS employee and stating the Duggar family address, the caller tells the 911 operator, “We have an investigation and I guess they’re not being cooperative. We have to see the child to make sure the child is all right. So we just need police assistance.” The 911 call was then transferred to Washington County authorities.

DHS records are not available to the public so it is unknown what prompted the investigation. Experts tell In Touch that an investigation can be triggered by a hotline complaint, even an anonymous one, if the trained operator determines the allegation is serious enough that it meets standards for child abuse maltreatment laws.

Huh, did someone call the hotline to complain about the Duggars? Remember, this happened on May 27th, which was a good week AFTER In Touch first began their reporting on the Duggar family. May 27th was six days after Josh Duggar admitted his criminal acts and resigned from the Family Research Council. Did In Touch’s reporting spur someone to call the hotline about the family? Or was this DHS investigation ongoing, something that began before In Touch’s bombshell reporting?

        TLC only cares about the bottom line…how much money they can or can’t make. That’s why they haven’t cancelled the show for sure yet. They are waiting to see what happens and how many fans rally around the Duggars; to see if it’ll blow over.

        I guarantee that even if they cancel the main show, they will try spinoffs with the older girls who are married. They are not going to just dump a show that’s made them so much money.

        As for the kids… not their problem. They pay the parents well and it’s THEIR responsibility to care for their children. Until laws are in place that require each minor on a reality tv show have their own bank account or trust fund, into which a certain percentage or amount of pay goes by law and can’t be touched until they reach the age of majority, then the parents can do what they want with it. And Jim Bob strikes me as the kind of person who would take it all rather than setting up trust funds for his kids. He’ll do stuff like buy real estate and maybe let them live in HIS house rent free for a while to ensure they stay under his thumb, but he likes to be in control of all the money.

        The call is pretty bland, just a DHS worker requesting police assistance and the 911 operator transferring the call to the non-emergency number. That’s it.

        The recording is just them asking for an officer to come out, nothing more. They clearly released it just so they could prove it happened since we all know the Duggars like to lie.

      I’m just…appalled. WTF are they thinking? I really hope that entire network tanks. They would only have themselves to blame for not taking immediate action by cancelling the f*cking show and issuing a public statement condemning the Duggars. But I assume they didn’t do the latter because they knew all about the molestation before they inked a deal with this awful family.

        You guys are 100% right—TLC is straight-up trash. This is why I wish we could do cable channels a la carte. I don’t want that garbage to be part of my cable package.

        And Investigation Discovery is done for me. Too bad because I enjoyed all the cheesy reenactments but there’s no way I will support any channel owned by Discovery Communications.

        What Not to Wear was a good show, I still miss that one.

        But either than that, TLC really does exploit people (hell, even on one of the last ever episodes of What Not to Wear, there was a woman on there who clearly had gender identity issues). They even brought back that friggin Kate Gosselin and her children this year!!! That woman is clearly an abuser, but you know, $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$.

        Clinton and Stacy were everything together! Together they were the show. Seperate it wasn’t great at all. And yea… That episode was tough.
        And it’s all about the money… But selling out like that doesn’t mean you have to employ the worst of humanity. Thinly veiled child abuse is not the correct route to ratings.

        IMO this is a temporary victory for TLC, but will becoming their undoing. Or at least I hope that.

        Kitten thank you. I cancelled my cable and told the rep verbatim that I’m not paying for garbage. I can binge watch -what i want- on Netflix or Amazon or whatever. I also cancelled my land line because the phone company sold my information to telemarketers. We can change the world with consumer power.

      Business-wise, TLC is caught in an impossible situation. They have their highest rated show tanking because most people are extremely disturbed by these revelations. However, the people who are most upset, aren’t really the demographic of those who watch the show. Those viewers are all over social media DEFENDING this family. This would tell them (if they could find sponsors — good luck with that!) they could continue to enjoy good ratings with this show because the same people who watched it will continue to watch it.

      Unfortunately for TLC, they have other shows who’s viewers don’t watch the Duggars and are not emotionally invested in this family, but are outraged. If they keep the Duggar circus on the air, those viewers will leave TLC in protest.

      They are just trying to figure out how to keep the money flowing from the Duggar well.

        IMO – TLC could care less about the children/families. They’re a business and all they care about is their bottom line. Look at their programming. Exploitation of families with children. Drama brings in ratings. A toddler throwing a tantrum because she doesn’t want to perform on stage for mommy and a crown. An obese family who coupons, does pageants and hey, the mother dates the man who molested her oldest daughter. A man with four wives and Lord knows how many children. All they care about is enough people watch to keep the money flowing.

        I didn’t watch the show. I barely watched TLC. I did watch Discovery and many of their side networks. I cancelled my cable recently and made it clear it was because of the Disc package and me not willing to pay anything towards those who would directly or indirectly defend a pedophile/rapist/molester.

        General Mills pulled their funding too.

        And sadly it really does come down to the wallet. Not protecting children they film. Not investing in their safety. Just exploiting the young while protecting the assaulters.

They had time to cut loses and go in another direction. But SOMEHOW, they are the child abuse channel. How does that keep adding up as a coincidence?

When she flew that family to Chicago for the interview, then declined to put them on the show and afterwards promptly dropped a dime on them to the Arkansas PD, TLC KNEW. Someone at TLC would have demanded to know why the family was not interviewed as booked and would have been told. They knew and as you said, went ahead and made that foul bed to wallow in.

      TLC is holding it’s collective breath waiting to see how this goes. It’s all about the money for them, same as with Ma & Pa Duggar. If public opinion swings in favour of the Duggars, you can bet the show will be back on the air, at least in some form. If it goes the way it should, with the parents & Josh facing civil or criminal prosecution for their crimes, TLC will drop them ASAP with an appropriate “we knew nothing” statement to cover their butts.

      And on another note. I hope she gets out and sells that info for a lot of money.. Money she can use to go far away and live a life where she’s not treated as an old and undesired 25 year old.

      Can you feel the seething rage I have for the oldest Duggars?

        I personally dislike ALL reality shows and avoid them like the plague as their “reality” is just so…weird.

        THIS X 1,000! Jana seems to get the Cinderella treatment by her family more so than anyone else. TBH, I hope the Duggar kids disown their parents and go off to pursue some type of education and carve out their own lives, independent of and far from the Quiverfull-of-sh*t cult. I read an article recently (I think it was from Gawker), in which a TLC staff member mentioned that one of the Duggar boys had been caught, * ahem * , exploring himself, and Jim Bob threw a kanipshin and tied the kid’s hands together for the duration of the day. I can’t even begin to imagine how humiliating and psychologically damaging this experience must have been, but the Duggars have doomed their kids to become really f*cked up adults.

        I’ve never seen the show either but the InTouch reports prompted me to read about them.

        Jana supposedly is or was trying to talk her dad into letting her move away to attend a 4 yr Christian college. She has a younger brother who already attends that same school or another one that requires him to live away from home. But to your point Sarah, it makes sense to me that she is the best candidate for going rogue.

      Exactly. If this is from May and Josh is no longer living in that home could it be one of the other children has fallen victim to another sibling? They seem to be specifically interested in checking up on a particular child so I don’t think this is just a residual effect of what happened with him. Their denial of access to that child insinuates they have something else to hide. They know they are under the gun right now and another molestation/incest scandal would destroy them and possibly land them with some jail time. If the walls of that house could talk.

      It’s likely that their lawyers told them not to comment during what may turn into an ongoing investigation.

      That said, why haven’t they cancelled the show? Are they afraid it would look like an admission of “guilt” somehow? Like, cancelling would make people sit up and take notice of a situation *that is already public* and getting moreso?

      Then again, TLC packaged this insular and predatory cult as entertainment. As one celeb once famously said about another celeb, “There’s a sensitivity chip missing…”

      Probably because Honey Boo Boo, Toddlers In Tiaras, John and Kate Plus 8, and OctoMom just weren’t up to the intellectual standards of the network so they really want to keep the Duggars on air for the betterment of their reputation.

    Someone from DHS should have known to call the non-emergency number for the police — not 911. Unless DHS wanted the call recorded….and the emergency services were/are aware of them needing/wanting the calls to be recorded.

        Yeah.I think they need to protect themselves, too, so we don’t end up with a case of outrage over DHS not doing anything or any follow-up. Putting the call on the record immediately stops any speculation that they weren’t doing their jobs. I think that’s probably more the motive for the 911 call, rather than it being an attempt at getting the call out to the public, for sensationalism-sake.

      So I found this out! In very rural communities, there really isn’t a non-emergency police line. I apologized to the 911 operator when I couldn’t find the non emergency number in our phone book. She said it was okay that our county didn’t really get a lot of calls.

      I think these people get so much smoke blown up their asses by these profitable networks that they start to think they’re bulletproof.

    Assuming this investigation was the result of an anonymous call to the hotline (which it might not have been), surely the “trained operator” has to get some sort of sufficient corroboration or specific evidence before sending in the authorities, right?

    I could totally see Jim Bob and Michelle refusing to let the investigator in, claiming that some rando called the hotline and made stuff up when in actuality that isn’t what happened. I think it will be harder for outside people to protect those kids now, even with all the scrutiny, because Jim Bob and Michelle are on red alert to rebuff outside intervention.

      IF there’s substantial evidence that a child or children is/are in danger, cooperation from the parents becomes a moot point.

      The fact they were checking on one child in particular makes me think this was already an on going investigation. I’m sure since the story broke they (child protective services) have gotten hundreds of calls from random people reporting the parents. Wonder how they handle that.

        That’s what I was thinking. A person who has studied the show would have info about the family, house, routine, etc. They would need to cull out those type of callers somehow.

      All calls on the hotline get follow up unless determined to be a prank call, child playing with phone etc. If the caller says the child is in danger, neglected, or abused, by law they must follow up. Think of the legal ramifications if the operator decides not to send someone to check. Better to check 100 false accusations than to miss a chance to save a child. Also, the same anonymous caller can call in again after the check and they will follow up again even if the accusations were determined to be false the first time.

        This is not exactly true. The people who work on the hotline are trained to evaluate claims and weed out the ones that are not credible. There’s limited resources, they can’t go knocking on every door because of a nosy neighbor or ex-friend with a grudge. While I’m sure they err on the side of caution they also can’t go around traumatizing half the kids in a county on a whim.

        Uh oh, now at the risk of getting all political.
        Canada requires a massive overhaul of its FOI. Trust me, I work with it on a daily basis.
        It would be helpful in various ways to get more records released in Canada, not just criminal matters, but all kinds of transparency matters. The Duffy matter is the tip of the iceberg.
        I’m wondering if all countries within the Commonwealth have increased privacy laws when compared to USA. Yeah, the Loyalists and all that. They needed protection. It’s difficult to change history which dictates law, but more legislative changes are needed to keep up with the times.

    They talk about being pure & chaste and yet they’re one of the most hyper sexualized cults out there. Sex is such a focus all the time because they attempt to supress everything that’s normal leading up to the act. Teenagers can’t be teenagers, everything is monitored & controlled. Of course there will be acting out. Even the way Jim Bob jokes about wedding nights with his children is creepy. I wonder if he’s hiding something himself. Perhaps the son learned from his father.

    As for that In Touch cover, that really is the most life I’ve ever seen in Michelle’s eyes. And to think, all it took was endangering her Ogilvie home perm fund!

      Unless it was from someone inside the family, hoping that with the exposure, they could finally find someone to help them? One of the kids (or grandma) could have found a few seconds of privacy to place a phone call, knowing that since this has all been made public now they have a chance of getting help for the younger kids in the home.

      The abuse was so well known within the Duggar’s church community, for all these years, that I’m sure there are many people who’ve been watching them closely and might be driven to report if they thought there was something new.

        Just to speculate here, it could possibly be someone from their own Quiverfull community. I imagine a lot of Quiverfulls are probably resentful and jealous of the Duggars money and success, considering most Quiverfulls live in poverty (and how could they not live in poverty with minimal access to education and dozens of children to feed).

        Yea, there’s always jealousy. Always. I wouldn’t be beyond shocked if someone in their own community did that. The Duggars live a lavish lifestyle for their community. You just know there’s someone who can’t stand them for it.

      Whether or not the allegations had credibility, one would hope that since they had four daughters that were molested (and one babysitter), that they would want to know about any new situation and thus let the DHS agent come in and give them information and allow the TRAINED agent to talk to their child.

      One of the Duggars’ excuses is that they didn’t know what was happening. So you’d think that especially now, they’d want to know everything a.s.a.p. Also, because of how they wrongly dealt with the situation before, you’d think they’d want the expertise and assistance of the DHS agent and learn how to take care of the situation properly.

      This could have been used as a learning experience by the Duggars, but they seem to fall back into their pattern of keeping everything in-house or in-community, which didn’t work all that well for them, did it.

    I know the phone call was pretty tame, but I felt sick to my stomach listening to to anyway. I think there may be a lot more sexual abuse going on at the Duggars than we have heard so far.

    I am not pro-Duggar at all, but I wonder just how many crazy fans and haters call DFS on them just for the hell of it and make claims. i can’t even imagine. I know people do it with reality stars A LOT. So, hopefully this was a legit concern and not just some nutty fans trying to “get them in trouble.”

      I’m taking this to mean that they don’t go out based on just any call. It has to be one that a “trained operator” believes that the allegations have some kind of basis, enough for them to send out an agent.

      Conversely, if a DHS agent goes out, then it should be the Duggars’ parental responsibility to allow them in and let them see what’s going on, because apparently, one of the Duggars’ excuses is that they didn’t know what was happening and wouldn’t know and thus they had to have locked bedrooms and rules on if and when the boys can play with the girls.

      One would think that if there was a chance that something bad was happening to one of the younger kids, the Duggars would want more information and thus allow the DHS agent in and research it thoroughly.

    First- ” In Touch’s bombshell reporting”- I always thought this would be the phrase to usher in the end of days, and maybe it has, but if these are the ends of days, its remarkably calm… faulking matrix.

    SECOND-Are we really surprised that TLC is silent on this? I have always been suspicious of TLC (ok, ok not in the trading spaces/what not to wear days), but let’s face it, TLC is run/operated/programmed by Brits who apparently have some long standing bet with Ryan Seacrest to see who can dredge up the the absolute most heinous, functionally stunted, illiterate, pathetic, vapid, worst of Am’rka they can find and put these train wreck monsters on television AND then not only laugh at. mock, humiliate, abuse those they have televised, but also the american public who watches that shit, and the marketing world who believes Americans want to watch that shit. the TLC programming team has ethics and scruples on par with Mr. Murdock and the rest of the British entertainment machine. The only thin Murdock has up an over them, is he’s cause death from his trash. How long before TLC follows suit, and which TLC monstrosity will it be- dance Mom Lady, the Little people? Who will TLC off? TLC is no better than the vaudevillian freak shows. Maybe they can resurrect john Merrick

      When I was in Indonesia last year with my husband, we had a lot of downtime during the days – hiding from the sun and heat inside. So we watched a lot of TLC Australia. I was SO surprised at how different Australian TLC was from the American one. TLC Australia was mostly cooking shows!!! Tons and tons of cooking shows! Versus American TLC, which exploitation of trashy and questionable people. They obviously have very different demographics.

        We ot a preview of that channel for a weekend! My husb and I were shocked! The programming was somewhat educational and very little commericial interruption.
        The whole time… “what are we watching? Have you seen a commercial yet? When did TV become interesting?”

    It doesn’t surprise me at all that those two monsters didn’t cooperate – guess they needed time to further brainwash the children into providing the ‘right’ answers.
    The fact that tlc still haven’t cancelled the show is beyond comprehension. I understand it’s all about money for them and that they have a lot of morally questionable programmes, but still. People at tlc should be losing jobs for this. And there should be no statute of limitation on child molestation. Never.

    They should have been investigated for this, something in the comments section I found of Fox. I had read about this also in an article talking about Michelle’s belief system.

    It’s one of those Bill Gothard (/Michael and Debi Pearl) child abuse cloaked as “discipline” techniques. Michelle Duggar has admitted to doing it on the FAQ page of her “duggar family blog”.

    What it is is putting a baby on a blanket then smacking them when they go off the blanket out of natural curiosity. The idea is to do it over and over until the baby complies with staying on the blanket so then they can be left on a blanket unattended without getting into stuff. It’s so terrible I can’t believe anyone would ever admit to it and why CPS isn’t called on anyone who does it. This is supposed to be started with young babies when they first learn to crawl (despite Michelle Duggar calling it “toddlers” on her blog, a baby kept from “crawling” off a blanket would be an infant, not a toddler). It is a “training” technique, much like using pain and fear to control a dog, done to happy babies who are doing nothing wrong.”

      That is child abuse and it proves that they start brainwashing their children from day 1. Those poor kids. (Not Josh because he was old enough to still know better. I grew up in an emotionally and physically abusive home and by his age, I definitely knew that it wasn’t right to attack other people when I was mad.)

    The story about how the DHS agent had to call the cops in order to see the child(ren) reminded me of the Josh Powell case, in which the agent called 911, the call recorded, how the operator kept arguing with the agent, and all the while, Josh bashed his sons in their heads, and set the house on fire.

    I’m not saying that’s what the Duggars would do, but it’s odd how with all the molestation that went on in their family to several young people, that the Duggars would push back hard enough against a trained investigator that the cops had to be called.

    You’d think that the Duggars would encourage their children to speak to a trained expert to find out what more may have happened to their children, but their old habits of secrecy and in-house ‘fixing,’ which didn’t work so well for them at all.
