I go to an all-guys boarding school, and we have urinals and toilets, and one bathroom per floor. I can't stand when people don't flush the damn urinal. It might make sense if it's just one toilet and there's a lid, but five urinals full with urine just stinks. As a habit, I flush all of the urinals every time I use the bathroom. No matter the money concerns, I'm sure that the school's administration would agree that it's better to flush EVERY TIME. There are instances, though, when this rule cannot apply.

Our first water bill in Riverside California (the desert) was nearly $500 for watering our new lawn, showering daily, doing laundry and using the dishwasher.
