It seemed like overkill as as Prince Charles had his first state visit just weeks before - and there were protests over that and the IRA, INLA and co were still very active then. Charles didn't have 1/10th of the security paranoia and he had people in the country who wanted him dead! The american people, regardless of party affiliation, generally don't react favorably to the assasination of a POTUS be they sitting or out of office, hence they and their wives are protected for about a decade (Carter, Bush Sr. and Clinton and their wives will have it for the rest of their lives but I believe they are the last to be afforded that).
