Being a dog owner myself I know what work goes into properly caring for dogs.
She has the right heart, but should only take in dogs when she has her own premises and has the time and inclination to look after them properly.

I was recently in Saint Lucia. There are strays all over the place. It was heartbreaking.

I’m a “Crazy dog lady” except I shell out top dollar for their spay/neuter, they are all utd on shots, registered, and tagged, they have microchips & eat high quality $40 a 30 pound bag of food, and I spend individual time with them every day. Its basically like taking care of a kid. Alot of “rescuers” mean well but don’t bother going the whole 9 yards for these dogs.

The cost is pretty high for a regular joe schmo, its a few hundred dollars a month for a few large dogs – not including all the training, behavior breaking, socializing you need to do with strays. Honestly though? On city streets these dogs live a hard life, and to “leave well enough alone” sounds pretty idiotic to me. Its like turning a blind eye. A person who does that with a poor animal would do the same to a man using his fists on a woman, turning a blind eye, or walking away – I have picked up dogs and dropped them off at no-kill shelters that I personally cannot “save” myself. But then again, its the type of person you are. Some of us, are saps lol =)

Im sure she can afford to get vet care for these animals. Why hssnt she? There are simple solutions to ending flea infestation. All of which would not cost much, even for the average person. If she is lazy and irresponsible, then she shouldnt have the animals to begin with. If she truly wants to help them then a simple vet visit will go along way.

Its not like those strays are other people’s lost pets, they were born on the street and have lived on their street their whole lives–sometimes its best to just leave well enough alone.
