It seems to me that they are simply stating that he is getting a lot of publicity to make it sound like he is doing a lot when he is actually doing very little. I don't live in NO and don't know what he has accomplished (or not accomplished). What I read is that these people are furious about reading how great he is and how much he has helped them when they see very little in the way of help coming from his organization. That has nothing to do with saying he owes them anything or what the govt is doing.
