I'm sure they have the psychological need to assure themselves that there are people who have done worse things than themselves, and creating this hierarchy is a way of reinforcing that. That is all. We and a civilized world can't and shouldn't do that. Crime against lids are the only crimes I know of that directly effect their place in the hierarchy. It is why many of them aren't placed in the general population.
